Airman First Class Rickey J. Cofer distinguished himself by heroism involving voluntary risk of life in the North Atlantic on 11 July 1971.  On that date, Airman Cofer parachuted to the aid of a critically injured Russian seaman with full knowledge that recovery from the North Atlantic would be marginal.  By his courageous action and humanitarian regard for his fellowman, Airman Cofer has reflected great credit upon himself and the United States Air Force.
